Ayvens Mobility Guide 2026: Portugal Enters Europe’s Top 7 for Electric Mobility

Ayvens announces the launch of the Ayvens Mobility Guide 2026, a benchmark study that analyzes the evolution of electric mobility across 30 European countries. The latest edition confirms that Portugal is now among Europe’s most advanced markets, ranking 7th in the European electric mobility maturity index among the 30 countries assessed, tied with Denmark and ahead of countries such as France, Germany, the United Kingdom, Luxembourg, and Switzerland.

For the first time, Portugal is included in the study’s “Developed” markets category, achieving an overall score of 67 out of 100, reflecting steady progress in the adoption of electric vehicles and the supporting economic environment.

This advancement confirms Portugal’s transition from a developing stage to a higher level of maturity within the European context, strengthening its position as one of the most dynamic markets in the shift toward electric mobility.

One of the key factors supporting this performance is the strong Total Cost of Ownership (TCO) advantage, with Portugal ranking as the most competitive market among the 30 countries analyzed in this study.

This gap is currently the largest in Europe among the countries analyzed. For businesses, this advantage translates into greater confidence when transitioning to electric fleets, as the cost differential remains significant even in a scenario of gradually reduced tax incentives.

Infrastructure Remains the Main Challenge

Despite strong performance in EV adoption and favorable economic conditions for electric vehicles, charging infrastructure continues to be the main limiting factor in accelerating the transition. Although the public charging network has expanded, there is still room for improvement in terms of density and coverage. This remains one of the key challenges that must be addressed to support faster growth in electric mobility across the country.

Taxation and Public Policies Remain Critical Factors

Taxation and regulation continue to play a decisive role, with Portugal occupying a mid-range position within this pillar. Future progress will increasingly depend on the stability and predictability of public policies, particularly in a European context that is shifting toward more targeted and sustainable incentive models.

Europe Progresses at Different Speeds

The study also highlights a structural transformation in public policy. The years 2025 and 2026 marked a turning point, with many governments replacing broad subsidies with more targeted and long-term sustainable fiscal mechanisms. Alongside this shift, incentives for internal combustion engine vehicles and plug-in hybrids have been progressively phased out while tax measures targeting high-emission vehicles have become increasingly stringent.

It is the country where electric vehicle leasing is most competitive and where the cost difference compared with combustion vehicles is the most significant, ensuring a sound economic rationale even in a scenario of reduced tax support.
